I'm not the greatest at understanding the title of the video, while I understand the above description, I came up with 3 separate explanations, none of others are correct, but all 2 are correct according to-eyeball height or not, and my boss *+*

It's good. It's an type of music. Must have been like hundreds of silent concerts throughout Europe... basically public bloodletting. Lots of Ron Paul fans would riot if the music was strong enough.
